Humanitarian Law Centre (HLC) is prestigious human rights organisation with a
high international reputation. Founded in 1992, following the outbreak of armed
conflicts in the former Yugoslavia, HLC has worked tirelessly to bring to the
notice of the public the war crimes and other grave breaches of human rights.
The Centre has been very persistent in ensuring that the reports of killings,
disappearances, camps, torture, and other atrocities are registered,
investigated, documented and archived. In the aftermath of the conflicts, the
HLC continued to be an active watchdog, putting pressure on the government to
start addressing the issue of facing the recent past. HLC headquarter is based
in Belgrade, Serbia and Montenegro.
DESCRIPTION of the activities
The Humanitarian Law Center is seeking a Senior Program Manager/Director who
will be one of the key managers that will lead the current organization through
the transformation process over next years and help in building up sustainable
programmes and services. You are a dynamic and creative person with excellent
conceptual, analytical, facilitation and negotiation skills, in order to build
on our achievements and lead our organization in the above transformation
process. You will also be responsible for the overall management, supervision
and implementation of the national and regional programs. This includes giving
technical, administrative and programmatic support to the HLC current and future
programmes and building up a feasible system of program development, planning,
implementation, monitoring, evaluation and reporting.
QUALIFICATIONS/SKILLS-required:
. Bachelor's or Master's Degree in social sciences
. Prior programme management experience - preferable from Human Rights NGOs
. Ability to think, plan and act strategically
. Prior fund raising experience
. Skills in finance, personnel and administration management
. Excellent written and oral communication skills
. Prioritizing and completing multiple tasks
. Commitment to democratic values and human rights standards
. Experiences in co-ordinate transformation processes
. A good team-leader
Preferred:
. Knowledge of humanitarian and human rights law
. Language skills Serbian and English written and oral skills
DUTIES
. Coordinating and supervising the HLC programmes and implementation of all
decisions made by the decision making bodies
. Preparing policy papers for Board
. Organising and running Programme department of HLC and supervise the
functioning of regional offices
. Contracting with experts and technical assistance
. Drafting rules and job description for programme staff
. Planning and organizing meetings, briefings, seminars and trainings
. Editing and compiling project proposals and reports
. Drafting and editing correspondence to donor organizations
. Developing regional cooperation in the scope of the HLC activities
. Networking with all relevant non-governmental organizations pursuing similar
activities and objectives
. Promoting domestic and international credibility of and support for the HLC
activities
. Performing other duties, as assigned
The salary and emplyment package will be as provided by the HLC internal rules
and Budget.
This is not an expatriate assignment. No relocation or expatriate benefits

General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using
manual transmission
Ability to cope with physical hardship and willingness to work extra hours and
in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Graduation from a recognized police training school
Negotiating and interpersonal skills
Ability to read and utilise maps
Ability to perform first aid
Regular, active police service experience
Very good oral and written English communication skills
Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Graduation from a recognized police training school
Experience:
Minimum 8 years of regular, active police service experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
Experience in working with modern andragogical models and theories in education
of police trainers
Substantial experience in police training at all levels including senior command
level
Experience in analysis of training needs, development, implementation and
management of police training courses and evaluation of their effectiveness
Demonstrates ability and willingness to work as a member of a team, with people
of different cultural and religious backgrounds, gender and divers political
views, while maintaining impartiality and objectivity
Cultural sensitivity and judgement
Ability to operate windows applications, including word processing and email
Flexibility to work under pressure and within limited time frames
Desirable:
Knowledge of the local language or most common lingua franca spoken in the
mission area
Previous international work experience and/or experience in field missions
Tasks and Responsibilities
Under the supervision of Training Co-ordinator in the Law Enforcement
Department, the Police Instructor is responsible for the training of new
recruits in the Police Training Centre. In particular, the incumbent performs
the following duties:
1. Provides advice and assistance to the Ministry of Interior officials
responsible for training of police trainers and development of the OSCE police
training programme;
2. Delivers training for police trainers using modern student centred
methodology;
3. Analyses training needs, areas of improvement and course content in education
of police trainers;
4. Designs, develops and implements the police trainers' training courses using
modern andragogical models;
5. Evaluates the effectiveness of the police trainers' training courses;
6. Continuously assesses the curriculum requirements based on the results of the
evaluation;
7. Ensures human rights standards and police ethics are integrated into all
police curricula and training programs;
