Xth International Ankara Cartoon Festival

The 10th International Ankara Cartoon Festival will be held on May 7-11, 2004

The primary objective of the Festival is to contribute to the world cartoon culture and make it possible for cartoonists from different countries to get acquainted with one another.
This year’s main theme is “Cartoon and Humour”.
Under this title, cartoon in means of humour will be discussed at the symposium which will also take place during the Festival.
We are expecting especially your articles and cartoons on your own opinions related to the topic.

The deadline is February 15, 2004.

All the participating cartoons and papers will be collected in a catalogue and will be published by Cartoon Foundation.
As was done before, the Festival catalogue will be sent to the participants.
We would be glad if you could inform your fellow cartoonists or writers interested in the subject about the Festival.

In this year’s festival, we will host exhibitions by individual artists or groups of cartoonists from different countries. Your cartoons will be exhibited in Turkey and, if possible, in different countries by the Cartoon Foundation.

We thank you for your interest in our activities and wish that it will continue in the future.

2nd Pan-European Conference on EU Politics
24-26 June, 2004, Istanbul, Turkey

The ECPR Standing Group on European Union, in collaboration with Sabanci University, is organizing a conference on the implications of a wider Europe for the European Union. This conference will be the largest of its type held in Europe, and will bring together academics from across the globe.

Specific themes that will be addressed in the conference include:

- The New European Constitution
- Accession and Enlargement
- Populism and the New Europe
- Turkey and the European Union
- The European Union and the Mediterranean

The conference will also attract scholars working on more general subjects such as:

- Comparative Regional Integration
- External Relations
- Political Economy
- Social Europe
- Justice and Home Affairs
- Elections, Parties, and Democracy
- Civil Society, Crime, and Corruption
- Religion and European Integration
- Gender and European Integration

The conference venue will be the Hilton, Istanbul - not far from bustling Taksim Square. The hotel provides excellent facilities for panel meetings, book exhibition, paper room, as well as great panoramic views of the Bosphorus and various recreational opportunities. Moreover, Istanbul is the former capital of three empires, embraces two continents, and acts as a bridge between different cultures. You will find great palaces, magnificent mosques, historical sites and monuments from several civilizations. In addition, the greater Istanbul area is home of 12 universities and a very lively and dynamic metropolis.

The program chair will accept proposals for both individual papers and whole panels (maximum of four paper givers). Proposals may be made on-line using the conference website. Alternatively, proposals may be sent by email to:

Email proposals for individual papers should include the name, affiliation, and address (including email) for all authors, as well as a brief (max. 150 word) abstract and title.

Email proposals for whole panels should include full details for each papers, plus the name, affiliation, and address of the panel convenor, chair, and discussant, as well as a short (max. 100 word) panel synopsis. In all cases, persons making proposals should indicate which of the conference themes they feel their proposal best addresses.


The annual ICIS International Conference on Artificial Intelligence and Neural Networks (AINN'2004) provides a major international forum where the creation and exchange of ideas relating to artificial intelligence are fostered among academia, industry, and government agencies. The AINN' 2004 (http://cs.comu.edu.tr/ainn), sponsored by the ICIS - International Computational Intelligence Society, will be held in July 07-09, 2004,in Çanakkale, Turkiye. The AINN'2004 is the world’s largest and most comprehensive technical conference focused on Artificial Intelligence and Neural Networks and its applications. The conference facilitates the cross-fertilization of these ideas and promotes their transfer into practical tools for developing intelligent systems and pursuing artificial intelligence applications. The AINN'2004 encompasses all the technical aspects of specifying, developing, and evaluating the theoretical underpinnings and applied mechanisms of AI tools. The conference will feature world-class plenary speakers, tutorials and exhibits.
