100 projects for the modernisation of local public administration
The Delegation of the European Commission in Romania and the Ministry of
Administration and Internal Affairs announced the winners of the contest
"100 projects for Romania". This project was launched within the framework
of the institutional twinning between Romania, Italy and France. The project
is financed by the European Union through Phare programme 2001, with 1,25
million euro, aiming at strenghtening the institutional capacity of the
Ministry of Public Administration.

European youth exchange programme - a Joint Civitas - Bosporus project

The idea to hold this project was elaborated because of the increasing
interest to take a closer look - with the help of different images of the
participants towards this topic - at the following initial questions:
- What does governance mean? How does participation fit in
governance? (advantages and disadvantages.)
- Which role will participation play for the EU in the 21st century
and its sustainability?
- Definition of the "Europe of the citizens"
- How should / could be the role of the citizen? What are the
challenges and opportunities in political and civic participation for youth?
- EU participation models - are they applicable in specific contexts
of candidate countries?
- Secure the sustainability of Europe through extended
participation?
The discussion on these aspects is to a great degree linked with the further
development and the future architecture of the European Union. We believe
that the enlargement of the Union towards Eastern and South Eastern Europe
countries will have a great impact on the further steps of the European
Union in its efforts to be a Europe of citizens.
The project should achieve an active contribution to this complex theme. On
the one hand, the different national points of views and behavior patterns
should be made comprehensible to each other; on the other hand the European
dimension of the topic should be made clear to the participants.
This programme is subdivided in two parts:
- seminar (3 days at a seminar venue nearby Cluj-Napoca)
- additional information visits in Cluj-Napoca and a nearby town (3 days)
- round table discussions with public officials, with NGO activists dealing
with the issue at hand.
Target group
Young people (aged 18-25), preferably active in organizations active in
areas relating to this issue, from the following participating countries:
Albania, Bulgaria, Bosnia Herzegovina, Germany, Greece, Hungary, Macedonia
and Romania.
Braila will pollute less the Danube river, with EU support
The European Commission will finance the project “Rehabilitation and
extension of the sewerage system and building of a new waste water treatment
plant in Braila”. This contract has a total value of 60 MEURO, out of which
75 % of public expenditure will be covered by ISPA programme.

European Union supports Romania to preserve social security rights of
migrant workers
The Delegation of the European Commission and the Ministry of Labour, Social
Solidarity and Family launched today the twinning project " The social
security for migrant workers".
The project, worth of 1,9 MEURO, was concluded between the Romanian Ministry
of Labour, Social Solidarity and Family and the French Ministry of Social
Affairs, Labour and Solidarity.

EBRD Projects in the Pipeline - Romanian Industrial Energy Efficiency
Company Romanian Industrial Energy Efficiency Company (RIEEC), Romania RIEEC
would be one of the first energy service companies (ESCOs) in Romania to
provide financing for energy efficiency investments in creditworthy
industrial companies. RIEEC would make standardised investments in on-site
co-generation systems, which would enable companies to significantly reduce
energy consumption.

The client
Romanian Industrial Energy Efficiency Company (RIEEC), a special purpose
vehicle to be owned by the Romanian American Enterprise Fund (RAEF) and a
Romanian energy services company, EnergyServ. RAEF is a well-known equity
fund in Romania, which has invested in a number of industrial and financial
entities. The ?60 million Fund was established by the US President and
Congress in 1994 as a private US corporation with the mission of promoting
free enterprise and entrepreneurship in Romania.

Project objectives
RIEEC will provide financing to creditworthy, Romanian industrial companies
to create more efficient and reliable sources of energy. Standardised
co-generation in industrial plants produce cheaper, reliable and more
efficient electricity and heat (up to a 60% improvement in fuel efficiency)
with low technological risk. Around 15 such projects will be financed by
RIEEC. Significant reductions in greenhouse gas emissions is an additional
benefit of these projects.
Expected transition impact
Currently, most ESCOs target public sector clients. RIEEC creates an entity
through which both the technical and credit risks of industrial energy
efficiency projects can be contained, and its success could encourage
additional private sector financing of such projects. Further, the value of
investments in energy savings will be introduced to local plant managers,
who will be encouraged to look more closely at their plant's energy
consumption as a way of reducing costs and becoming more competitive.
Environmental impact
Screened FI. The aim of this project is, in essence, environmental.
However, beyond energy management, there may still be other environmental
issues associated with sub-projects, which might affect the performance of
investee companies. RIEEC will need to adopt and implement environmental
procedures to identify potential environment, health and safety risks within
investee companies. RIEEC will need to ensure that companies engaged in
activities listed on the Bank's Environmental Exclusion List are not
provided with finance. RIEEC will need to require that investee companies
comply, at a minimum, with national standards for environment, health and
safety; report to the Bank on an annual basis on the monitoring of
environment, health and safety issues within investee companies.
