The European Commission Delegation to Ukraine, Moldova and Belarus is seeking to
recruit an EU national to fill the following senior post:
Head of Tacis Branch Office in Moldova
The successful candidate will be based at the Tacis Branch Office in Moldova. At
the outset, the contract (â?oALATâ? type) will be concluded as a one year
contract.
Responsibilities
Under the authority of the Head of Operations, an EU Commission official based
at the Delegation in Kyiv, the successful candidate shall assist in the
development, supervision and management of Tacis actions in Moldova. Her/his
activities will include:
Administration of the Tacis Branch Office (5 persons in total)
- Organisation and allocation of tasks for staff members
- Administrative management of the office (including financial management)
- Reporting to the Delegation based in Kyiv
Management of TACIS and other relevant external assistance programmes
- To represent the Delegation in relevant meetings
- To assist and support the responsible Kyiv-based project managers in all
aspects of the project management cycle
- To monitor the implementation of projects on-site and to report to the
Delegation
- To assist project teams with administrative issues when needed
- To assist in the programming exercises for national and relevant multi-
sector programmes
- To assist in all reporting tasks (including the quarterly External Assistance
Management report) and evaluation exercises for TACIS in Moldova
Support to Commission Services
- To make the necessary preparations for European Commission missions to Moldova
Technical contacts with national and regional / local authorities and with other
donors
- To liaise regularly with national authorities on projects and programmes
- To liaise with other donors and ensure the coordination of programme / project
strategies
- To report relevant issues to the Delegation and to follow the country
situation
Requirements:
The candidate must have:
· A university degree
· A fair understanding and knowledge of external aid programmes
· Experience in administrative / office management
· Ability to manage a team and to nurture team spirit
· An excellent command of English (written and spoken)
· Good analytical skills and ability to identify relevant issues and present
them concisely
· Good presentation, liaison and negotiation skills as well as an ability to
develop and maintain relationships with Moldovan partners and other donors in a
complex working environment
· Knowledge of the EU TACIS programme would be an asset
· Knowledge of the Moldovan and / or Russian languages would be an asset

The Project EU-Tacis-Tender: Project of Strenghten Civil and Commercial
Jurisdiction in the Republic of Moldova
Your Tasks
The project purpose ist to contribute to the fair, effective and transparent
application of commercial and civil law in the Republic of Moldova, through
assistance to the judiciary and other elements of the legal/judicial and
commercial arbitration systems. Further objectives are strengthening the
capacity and effective operation of the judicial system with responsibility for
the supervision, conduct and enforcement of civil and commercial law (the
Supreme Court; the Economic Court of the Republic, and the Regional Economic
Court of Chisinau) strengthening of the capacity of the courts and
legal/judicial personnel to work in accordance with, and to implement, interpret
and enforce effectively, the new Civil and Civil Procedural Codes
Your Qualifications TEAM LEADER
The Expert will be engaged for the full 24 months of the project, and will have
substantial experience of managing technical assistance activities in the field,
preferably in the NIS. He/She will have at least 15 years experience in a
relevant professional field (i.e. institutional development, human resource
development or public administration). Ideally, he/she will have proven
expertise in training and management or organizational development. Knowledge of
the requirements of international cooperation and partnership in governance
and/or legal/judicial reform will be helpful. However, it is proven ability to
manage and coordinate complex technical cooperation work in the field, along
with the capacity to work well with local counterparts and manage local staff,
which is crucial. Knowledge of Russian and/or Moldovan will be a major
advantage. LEGAL/JUDICIAL EXPERT
The Expert will be also be engaged on a full-time basis for most of the 24
months of project implementation. The estimated minimum time requirement is 18
months, some of which may be provided on a part-time basis, according to the
needs of the project. The Expert will have 5-10 years professional experience in
the legal/judicial field. Relevant experience in international cooperation work,
preferably in the NIS will be an advantage. Practical and theoretical knowledge
of the legal systems of the states of the former USSR and Eastern Europe will be
a considerable advantage. Ideally, the Expert will be knowledgeable in the field
of economic and commercial law, though he/she need not be a specialist in this
field, and have experience in legal/judicial education or training. The Expert
will have a good knowledge of legal and judicial institutions and professional
networks in the EU. Knowledge of Russian and/or Moldovan, or willingness to
learn, will be a major advantage. SHORT TERM EXPERTISE Additional short term expertise might be required in the following areas:
judicial education and practice
legal information, data-bases and legal/judicial computer networks
commercial and economic law
court management and administration
commentaries on the Civil Code
Duration The total project duration is 24 months.
