ASSISTANT KOSOVO TRUST AGENCY (KTA)
PURPOSE AND SCOPE OF THE POSITION
The Language Assistant provides translation and interpretation for international
members of the Kosovo Trust Agency, and is responsible for ensuring an efficient
flow of work in its translation team. In addition, the Language Assistant
provides administrative support to the Department when necessary. The incumbent
works under the direct supervision of the Administration Officer.
DUTIES AND RESPONSIBILITIES
�Ensuring the efficient flow of work in the translation team
�Maintaining a comprehensive database of information on all translations
�Providing daily interpretation between Kosovar and International members of the
Department
�Providing interpretation for incoming visitors
�Providing simultaneous interpretation at official meetings, conferences and
negotiations
�Translating documents such as press releases, media reports, newspaper
articles, brochures, etc.
�Providing general administrative assistance to the team, including
non-linguistic support; this may include tasks such as filing, taking minutes,
providing written summaries of reports, etc.
�Other duties as required
PROFESSIONAL REQUIREMENTS / QUALIFICATIONS
�Completion university degree in the English language
�Prior professional experience in the capacity of translator/interpreter
�Familiarity with economic and legal terminology is a distinct advantage
�Fluency in the three official languages of the mission, spoken and written
(English, Albanian and Serbo-Croatian
�Excellent knowledge of Microsoft Office software
�Good organizational and communication skills
�Flexibility and willingness to work long hours
�Ability to work effectively in a multi-cultural and multi-ethnic environment

and Reintegration Project Manager in Kosovo
Terms of Reference
DRC has implemented programmes in Kosovo since 1998 covering the sectors
emergency aid, shelter, reconstruction, community support, income generation
activities, water and sanitation, Freedom of Movement Bus Shuttle, logistics and
transport. Almost four years after the establishment of Kosovo as a de facto UN
protectorate the majority of the Kosovo-Albanians have returned home. However,
and estimated 230,000 predominantly Kosovo-Serbs and Kosovo-Roma are still
internally displaced in Serbia and Montenegro or refugees in Macedonia due to
fear of reprisals. Communities and smaller groups of Kosovo-Serbs, Kosovo-Roma
and other Kosovo-minorities have remained in the northern part of Kosovo and
smaller enclaves where they live under KFOR protection. Although the frequency
and severity of violent attacks on Kosovo-minorities has diminished, their
security situation remains precarious, and the constant stress of humiliation
and intimidation under which these communities live must not be underestimated.
The overall strategy of DRC from 2002-2004 is two-pronged focusing on support to
reconciliation and societal development in order to contribute to prevention of
renewed conflict, as well as support to the return process for persons from
Kosovo still living as IDPs in Kosovo, Serbia proper and Montenegro, or as
refugees in Macedonia thus contributing to solving the aftermaths of the
1998-1999 conflict still prevailing. This two-pronged strategy is rooted in DRCs
mandate of protection and facilitation of durable solutions for IDPs and
refugees.
The DRC Head-office is based in Pristina, responsible for 4 field offices in
Kosovo. There are presently 11 international and 125 local employees in the
programme. The project portfolio in the year 2003 is expected to reach 4.5
million EUR.
Duties
The Return and Reintegration (RR) Project Manager is responsible for the Return
and Reintegration Program within the overall DRC Kosovo operation.
The Return and Reintegration Project Manager is responsible for the
implementation and continued development of the Return and Reintegration program
and for ensuring external relations with local authorities and donor
representatives.
The Return and Reintegration Project Manager refers to the Representative.
Qualifications
Relevant university degree or similar education
Substantial experience with humanitarian/development work
Solid experience in project planning and management
Negotiation and communication skills
Experience with supervision and management of staff
Fluency in written and spoken English
User-level knowledge of MS Word and Excel
Cultural sensitivity and adaptability
Conditions
Start: No later than 1 July 2003
Duty Station: Pristina
Contract: Six months with possibility of extension. Salary and other conditions
are in accordance with the staff rule on "Beredskabsvilkaar".

The Lessons Learned and Analysis Unit (LLA) is an innovation of the
European Union Pillar of UNMIK in Kosovo. Its goals are to carry out
research and analysis on institution-building and development in Kosovo,
to gather 'best practices' from similar missions world-wide that apply to
Kosovo, and to capture the lessons of the Kosovo mission for future
international engagements elsewhere.
The LLA was set up jointly by the EU Pillar of UNMIK and the European
Stability Initiative (ESI), an independent non-profit research and policy
institute based in Berlin with regional offices in Sarajevo, Pristina and
Skopje. ESI was created in 1999 in response to the need for in-depth analysis of
policy issues related to South Eastern Europe (www.esiweb.org).
The LLA was established in summer 2001 to provide independent advice and
analysis to policy makers in Kosovo and to contribute to the development of
international expertise in the field.
The Lessons Learned and Analysis Unit (LLA) seeks to fill the following position
as soon as possible: Research Analyst Purpose and Scope of the Position:
The ESI/LLA analyst is part of the core ESI/LLA unit based in Pristina and will
undertake all research activities in consultation with the LLA research team.
The analyst will be contracted by ESI in Berlin and report directly to the head
of the ESI/LLA office in Pristina.
Duties and Responsibilities:
The ESI/LLA analyst is expected to produce high-quality surveys based on
extensive field research, interviews and data analysis; contribute to analytical
papers for the general public and discussion papers, which may initially be
restricted to internal circulation within the EU Pillar; organise regular
seminars and workshops on key issues of interest to the pillar. develop a 'smart
bibliography' of core texts and background literature on the political economy
of Kosovo; support scholars working on issues related to Kosovo and promote
links between external and Kosovar experts and international institutions;
assist with all activities and operations of the ESI/LLA unit in Kosovo.
Professional Requirements/Qualifications:
University degree in political or social sciences, economics or law;
Strong familiarity with South Eastern Europe, and contemporary Kosovo in
particular, as well as the activities of international institutions in areas of
development and institution building;
Demonstrated investigative and field research ability/experience;
Strong conceptual and analytical skills;
Fluency in spoken and written English, excellent writing and communication
skills;
Excellent organisational skills and the ability to work effectively within the
multidisciplinary ESI/LLA team;
Good knowledge of languages needed for research in Kosovo is useful.
The contract will be initially for six months, renewable subject to mutual
agreement and dependent upon the length of the ESI/LLA project.
There will be a one-month probation period, during which ESI reserves the right
to end the contract. The ESI/LLA analyst has the status of a free-lance
consultant and he/she is responsible for health insurance, tax and other social
obligations. ESI offers a competitive employment package related to skills and
