Roman Herzog Research Fellowship
The Alexander von Humboldt Foundation (AvH) and the non-profit Hertie Foundation (GHS) in Frankfurt-on-Main enable young highly qualified scholars with outstanding leadership qualities in research and teaching from central and south-east Europe (including the Baltic States) to carry out research projects of their own choice in Germany (age limit: 35 years). Applications may be submitted for long-term research stays of between 6 and 12 months. Short-term study tours, participation in conferences or educational visits cannot be funded

The East Central European Scholarship Program (ECESP) was launched in 1990, as Soviet power in Eastern Europe was collapsing. It is the first education and training program to be funded under the Support for East European Democracy Act (SEED) of the U.S. Congress. Administered by CIED/Georgetown University, the Program helps democracies of Eastern Europe to transform their post-communist societies and economies. Leaders, experts, administrators and managers from Eastern Europe gain the skills they need to:
* strengthen democratic governance
* build a vibrant civil society that participates in political, social and economic processes
* promote a foreign policy of reconciliation and integration
* ensure sustainable private sector growth and a transparent financial sector
* support human development through improved health/social services and education
Over the course of its twelve year existence, ECESP has provided a unique and dynamic training experience for more than 1200 participants. As part of its activity, ECESP has assisted the Czech Republic, Hungary, Poland and Slovakia in their endeavors to achieve the standards required for integration into Europe. It is currently active in Albania, Bulgaria, Macedonia and Romania, working to help these countries achieve similar standards.
ECESP programs consist of long term education and training opportunities, as well as short term professional training programs that are available in the U.S., in-country and in the region. The Program works closely with USAID, international organizations, local experts and alumni to assess country needs and build synergy.

Scholarships in Switzerland for German-Speaking CEE/NIS Students
The program is open to German-speaking students from: Albania, Lithuania, Armenia, Rumania, Azerbaijan, Macedonia, Belarus, Moldova, Bosnia-Herzegovina, Russia, Bulgaria, Slovakia, Croatia, Slovenia, Estonia, Tajikistan, Georgia, Turkmenistan, Kazakhstan, Ukraine, Kyrgyzstan, Uzbekistan, Latvia, Yugoslavia.
Around ten students of business and economic universities from all over Eastern Europe are chosen each year to participate in the project, that enables them an economic education in Switzerland.
The project consists of two parts:
After one semester of studies at the University of St. Galen, the participants will absolve five months of practical work in a Swiss Company. This enables the candidates to learn and acknowledge the Swiss culture, way-of-life and business. All costs of the program except the travel to and from Switzerland are carried by scholarships, which also means that the financial background of the candidates does not matter.
The application deadline is April 1, 2003.

The Postgraduate Research Programme "Capital Markets and Finance in the Enlarged Europe" at the European University Viadrina is inviting applications for 5 doctoral scholarships and 1 post-doctoral scholarship for its fifth academic year.
The postgraduate research programme is internationally orientated. The target group are especially qualified graduates of Economics, Business Administration, Mathematics and Statistics with an economics/business orientation.
Good knowledge of English is necessary. The doctoral scholarships will amount to 998 ?, the post-doctoral scholarship ­ 1340 ? a month.
The maximum length of a scholarship is 3 years. A family adjustment and a child adjustment are also possible.

Workshop Bursaries for European PhD Students
"Transnationalism in the European Union"
The European Science Foundation will fund 10 PhD students from contemporary history, political science/International Relations, sociology and social science-informed law to participate in an ESF Exploratory Workshop on "Transnationalism in the European Union" to take place at the University of Portsmouth in England from 20-22 June 2003. The workshop bursary will cover APEX flight, accommodation and subsistence at Portsmouth. PhD students from Southern Europe and East-Central European applicant states are especially encouraged to apply.
The workshop bursaries will be allocated on a competitive basis. Interested PhD students should send a short e-mail explaining their interest in attending the workshop, together with (as attachments in Word for Windows) a) a short CV (1 page) and b) short description of their PhD project (1 page, including subject area and supervisor) to Wolfram.Kaiser@port.ac.uk (copied to Peter.Starie@port.ac.uk) by 15 March 2003.
The successful applicants will be informed by 20 March 2003 and will then receive further instructions.

Introduction to Refugee Studies
Description:
This pilot course is foreseen as an experimental course, a part of the MA program on RFM studies. Its basic aim is to assemble a group of prospective post-graduate students, who will ultimately enroll in the Ss.Cyril and Methodius MA program, which is scheduled for the beginning of 2003.  Additionally, the course will enable the students to familiarize themselves with the substance of the MA program. However, the benefit from the set up pilot course will be mutual, for the students as well as for the CRFMS, respectively. By organizing this experimental course, the CRFMS will have the opportunity to select the prospective candidates and facilitate their incorporation into the forthcoming MA program on RFM studies.
The addressed topics will include: the status of refugees in SEE, human rights abuses of the displaced population, asylum policies in the SEE, the global crisis of internal displacement and refugee repatriation.
